3. The legal evaluation of the treaties by the Commission of the Congress of People's Deputies of the USSR still has not been published, while the political evaluation has only been casually mentioned as if it were an issue to be dealt with in the future. Up till the present time neither the USSR nor Germany have condemned or taken concrete steps to annul the consequences of this plot and aggression. The Seimas of the Lithuanian Reform Movement Sąjūdis believe that the nations and states of the free world will not reconcile themselves to the criminal transgression against Lithuanian sovereignty by the USSR-German agreements. The Lithuanian nation calls for the restoration, by united and peaceful means, of a democratic and independent Republic of Lithuania, which is not subject to the administration and jurisdiction of the USSR. Lithuania's relations with the USSR should be based on the Peace Treaty of the 12 July 1920.

 

4. The present status of Lithuania in the world community and in the Soviet Union is a serious international problem. The day is nearing when the Soviet government will be forced to recognize the occupation of Lithuania and the necessity to abolish that status. The presence of the occupation army in Lithuania restricts the people's wish to freely choose their social and political future. Over 1,400 000 Lithuanian residents have signed a petition against the presence of Soviet troops in Lithuania.

Lietuvos Persitvarkymo Sąjūdžio Seimo 1989 m. rugpjūčio 23 d. pareiškimas

 

Šiemet sukanka 50 metų, kai buvo pasirašytos TSRS-Vokietijos sutartys su slaptaisiais protokolais dėl įtakos sferų pasidalinimo Europoje, nulėmusios Antrojo pasaulinio karo pradžią. Nors daugelis šalių nepripažįsta Lietuvos ir kitų Baltijos valstybių okupacijos ir aneksijos, tačiau to sandėrio padariniai iki šiol nepanaikinti ir lemia Lietuvos bei kitų tautų gyvenimą. Tarybų Sąjungos įvykdytas Lietuvos ir kitų šalių užgrobimas karinės ir politinės prievartos būdu leido padaryti tokius jų valstybinio gyveninio pakeitimus, kurie išbraukė Lietuvą, Tautų Sąjungos narę, iš pasaulio politinio žemėlapio, o tautą atvedė prie žūties ribos. Tačiau Lietuva niekad nesusitaikė su savo beteise padėtimi ir neatsisakė siekio atkurti nepriklausomą valstybę.

 

1989 m. rugpjūčio 23 d. Vilniuje susirinkęs Lietuvos Persitvarkymo Sąjūdžio Seimas pareiškia:

 

1. TSRS ir Vokietijos slapti 1939 m. rugpjūčio 23 d., 1939 m. rugsėjo 28 d. ir 1941 m. sausio 10 d. susitarimai ir juos liudijantys dokumentai tikrai buvo. Tai patvirtina politinių įvykių raida bei istorinių šaltinių analizė.

 

2. 1940 m. birželio 14 d. TSRS vyriausybės ultimatumas Lietuvos Respublikos vyriausybei ir neriboto karinio kontingento įvedimas į Lietuvos Respubliką buvo agresijos aktas prieš suverenią valstybę, sudarė prielaidas pakeisti Lietuvos vyriausybe, organizuoti rinkimus į vadinamąjį Lietuvos Liaudies Seimą, kuris politinio diktato ir teroro sąlygomis priėmė deklaraciją dėl Lietuvos įjungimo į TSRS sudėtį, 1940 m. rinkimai į tą Liaudies Seimą buvo neteisėti, o Seimo priimti nutarimai apie stalinistinės tarybų valdžios įvediną Lietuvoje bei prašymas priimti į TSRS sudėtį - neturėjo ir neturi juridinės galios.

 

3. TSRS liaudies deputatų suvažiavimo komisijos parengtas teisinis sutarčių vertinimas tebėra nepaskelbtas, o apie politinį tik užsiminta, kaip apie ateities darbą. Nei TSRS, nei Vokietijos valstybės ligi šiol nepasmerkė ir nesiėmė konkrečių veiksmų suokalbio ir agresijos padariniams panaikinti. LPS Seimas tikisi, kad laisvosios pasaulio tautos ir valstybės nesitaikstys su nusikalstamomis TSRS-Vokietijos suokalbio pasekmėmis Lietuvos suverenitetui, o Lietuvos tautą kviečia vieningai taikiu būdu atkurti nepriklausomą demokratiną Lietuvos Respubliką, nepavaldžią TSRS administracinei sistemai ir jurisdikcijai. Lietuvos santykiai su TSR Sąjunga turi būti grindžiami 1920 m. liepos 12 d. Taikos sutarties esminiais teiginiais.

 

4. Šiandieninis Lietuvos statusas pasaulio bendrijoje ir Tarybų Sąjungoje yra rimta tarptautinė problema. Artėja diena, kai TSRS vyriausybė turės pripažinti okupacinį Lietuvos statusą ir jo panaikinimo būtinybę. Šiuo metu okupacinės armijos buvimas Lietuvoje apriboja žmonių galimybę laisvai apsispręsti, kokią socialinę ir politinę ateitį jie norės pasirinkti. Prieš tokį šios armijos buvimą jau pasisakė per 1400000 Lietuvos žmonių savo parašais.

On 13 September 2007 consistent with the Law of the Republic of Lithuania on Documents and Archives (Žin. 2004, Nrs 57-1982), the Lithuanian Central State Archive took over the Lithuanian Reform Movement Sąjūdis Seimas Council's audio documents and documents of meetings, sessions, conferences from the Lithuanian Reform Movement Sąjūdis Assistant Executive Secretary Mrs Ona Volungevičiūtė. The document is preserved in a specific building, constructed in 1975, and renovated according to modern standards in 2007. The building is on the outskirts of the city.

Quality of the document tape is good. The sound quality of the document is also good. The document is preserved in a storage room on specific wooden shelves. The microclimate and functioning of all the appliances is regulated and controlled automatically. 4.13. Description of the contents

The screen shows views of the Cathedral Square in Vilnius, Lithuania where people are gathering for the Baltic Way action. The narrator emphasises the impact of the Molotov-Ribbentrop Pact on Lithuania and other Baltic States by stressing that the Baltic Way action is a public declaration of the refusal to recognise the protocols of the Molotov-Ribbentrop Pact. The narrator also remembers the 1988 rally in Vingis Park that served as a source of strength in the struggle for a future of freedom and paved the way for the Baltic Way action.

 

The former deportees - a generation that was the first to experience the consequences of violence - are the first to start joining in the Baltic Way. The ex-deportees are speaking - they are remembering those who never came back and condemning the deportation as the greatest tragedy experienced by Lithuanians and other nations affected.

 

Representatives of the Scout Organisation are speaking: they are expressing the hope that Lithuania will become Independent. Representatives of the Gediminaičiai Organisation have gathered right at the foot of the Gediminas Hill.

 

7 p.m., on the Gediminas Hill. Hands start joining. The screen shows the views from Vilnius - lines of cars, coaches bringing people to the Baltic Way. Bells are ringing.

 

Journalists are interviewing the participants in the rally. A member of the Nationalist Union expresses his joy that the wish of the people to regain independence is coming true and his belief in the future of an Independent Lithuania. The screen again shows views from the Baltic Way. People are being interviewed - they are all feeling elation, belief in a better future for Lithuania, hope that Lithuania will become a united and strong State. The people have come to join the Way in whole families; all generations - from the oldest to the newborn infants - are represented there.

 

7 p.m.: the Minute of Silence along the Way.

 

Views from Latvia. The commentary is in Russian. People are standing at the monument to Liberty; the unity of the Baltic peoples in their pursuit for Independence is being emphasised.

 

Views from Tallinn. A press conference with the leaders of the Interfront movement - they have decided to assume a neutral position and not interfere with the Baltic Way action. The solemn opening ceremony of the Baltic Way in Estonia. The screen shows Estonians who have joined hands in the Baltic Way.

 

Back in Lithuania. It is announced that at the same time, a word will be started from Vilnius and Tallinn and passed through the human chain to be pronounced loud and clear in Riga.

 

That word was FREEDOM. In three languages - Lithuanian, Latvian and Estonian -people are singing Bunda jau Baltija (The Baltics are Awakening).

The newsreel is about "The Baltic Way" - the solidarity action of the Baltic Republics. A line of burning candles. People keep lighting new candles. The narrator is reading a poem. Cars are slowly moving along the motorway. Sombre, majestic music is playing. People, carrying flowers, are gathering to join in the Baltic Way. The narrator reminds viewers that 50 years have already passed from the day when the two aggressors - Stalin and Hitler - divided Estonia, Latvia and Lithuania by their Molotov-Ribbentrop Pact. On 23 August 1989, the Lithuanian Reform Movement Sąjūdis called on everybody to come and form a live wall. The screen shows the views from the motorway, tricolour flags flown out of the cars. Words of prayer ring in the air - a priest is serving Mass right there at the roadside. The camera is swiftly moving along the motorway leaving the lined people behind. The long line of people is shown from a bird's eye view, while the narrator is proclaiming that with this live wall, Lithuania is sending a message to the world that the Baltic countries are not only alive but also determined to decide their own destiny themselves. A forest of Lithuanian, Latvian and Estonian flags is seen. The line stretches far along a town street. Monsignor Kazimieras Vasiliauskas is speaking. The camera continues recording the participants in the rally. View of the town. Bells are ringing. Accompanied by the sound of sombre music, the faces of calm and composed people - young and old - appear on the screen. The camera installed in a moving car is capturing people standing with their hands joined along the road. People are lighting candles; the narrator is reading a poem.
